Rep. Lewis has filed the following bills to address education issues:
An Act reviving the Foundation Budget Review Commission: This bill revives and updates the Foundation Budget Review Commission called for in Chapter 70 Section 4. It will enable a careful and thorough examination of current educational needs and best practices as reflected in the Chapter 70 foundation budget.
An Act to promote municipal fiscal stability through a special education stabilization fund: This bill gives municipalities the option of establishing a stabilization fund that could be used to help pay for unexpected and unbudgeted out-of-district special education costs, including tuition and transportation. These expenses can present significant challenges for school budgets. This legislation offers our cities and towns another tool they can use to improve their fiscal stability.
An Act to improve equity in education funding: This legislation codifies the ceiling that has been in place in the Chapter 70 formula since FY07 so that no community is required to contribute more than 82.5% of their foundation budget. It also introduces a lower ceiling of 80% for the target local contribution of less affluent communities in order to make the Chapter 70 formula more equitable.
